I'm looking for a bucket or starter set to get my daughter into LEGO.
Does anyone have such a thing (mostly looking for random 2x4 blocks, flat bases, etc) for her to start building?
If not what price range should I be looking at on craigslist/ebay?

Prices on ebay and Craigslist can vary wildly and really hit or miss.
I don't know how old your daughter is but I would really start with the Creator line sets that LEGO puts out. Find out what types of things she likes to build and find a set that is appropriate. Each set makes at 3 different models and the pieces are quite versatile to be able to make other things.

I'd suggest the small cottage which retails for $30+taxes or less when on sale or bought in the US.

If she's into animals, Fierce Flyers is another good one which makes an eagle, beaver and scorpion. $18+taxes

This will set her up to succeed and get excited about it. Once hooked it's easier to buy random stuff and have them build.
I'd also go to the library and pick up some of the latest LEGO books which have both inspiration and some instructions, so that they get a sense of how to build. The following two are ones that I own and enjoy.
